2021年(nian)1月4日,《中(zhong)國文(wen)化報》發表(biao)王磊廳長(chang)署名文(wen)章——定文化自信 實現文化強省建設重大突破,全文如下(xia):


黨的(de)(de)十九(jiu)屆五(wu)中(zhong)全(quan)(quan)會(hui),是在我國(guo)將(jiang)進入新發(fa)展(zhan)階段、實現中(zhong)華(hua)民族偉大復興正處在關(guan)鍵時(shi)期召(zhao)開的(de)(de)一(yi)次具有全(quan)(quan)局性(xing)、歷史性(xing)意義(yi)的(de)(de)重要會(hui)議(yi)。全(quan)(quan)會(hui)審議(yi)通過的(de)(de)《中(zhong)共中(zhong)央關(guan)于制定(ding)國(guo)民經濟(ji)和(he)社會(hui)發(fa)展(zhan)第十四個五(wu)年規劃(hua)和(he)二〇三五(wu)年遠(yuan)景目標(biao)的(de)(de)建(jian)(jian)議(yi)》(簡稱《建(jian)(jian)議(yi)》),充分體現了以習(xi)近平(ping)同志為核心的(de)(de)黨中(zhong)央謀劃(hua)未(wei)來(lai)(lai)的(de)(de)遠(yuan)見卓(zhuo)識和(he)繼(ji)往(wang)開來(lai)(lai)的(de)(de)歷史擔當。全(quan)(quan)會(hui)對(dui)文(wen)(wen)化建(jian)(jian)設(she)從(cong)戰(zhan)(zhan)略(lve)和(he)全(quan)(quan)局上作了規劃(hua)和(he)設(she)計,明確到2035年建(jian)(jian)成文(wen)(wen)化強國(guo)的(de)(de)遠(yuan)景目標(biao),提(ti)出(chu)今后(hou)5年文(wen)(wen)化建(jian)(jian)設(she)的(de)(de)基本思路,部署3個方面(mian)重點任務,賦予文(wen)(wen)旅戰(zhan)(zhan)線(xian)神(shen)圣使命和(he)光榮職(zhi)責。山東(dong)省文(wen)(wen)化和(he)旅游(you)系(xi)統(tong)在學習(xi)全(quan)(quan)會(hui)精(jing)神(shen)時(shi),備受鼓舞,倍感振奮,對(dui)未(wei)來(lai)(lai)充滿信心。

在推進文化強省建設上實現新作為

黨的十(shi)九大(da)對實(shi)現第二個百年奮斗(dou)目標作(zuo)出分兩個階段推進的戰略安排,這是基于歷史和(he)現實(shi)、著眼全(quan)局(ju)和(he)長遠作(zuo)出的戰略部署。強國之強,不僅體(ti)現在(zai)物質文明上(shang),更體(ti)現在(zai)精神文明上(shang);不僅體(ti)現在(zai)硬(ying)實(shi)力上(shang),更體(ti)現在(zai)軟實(shi)力上(shang)。


《建(jian)(jian)(jian)議》在論述2035年遠景目標時,明(ming)(ming)確(que)提(ti)出(chu)“建(jian)(jian)(jian)成文(wen)(wen)化(hua)(hua)強(qiang)國(guo)(guo)(guo)”的(de)(de)(de)目標任(ren)務。黨的(de)(de)(de)十八(ba)大以(yi)來,以(yi)習近(jin)平同志(zhi)為核(he)心的(de)(de)(de)黨中(zhong)央把文(wen)(wen)化(hua)(hua)建(jian)(jian)(jian)設(she)提(ti)升到一個(ge)新(xin)的(de)(de)(de)高度,把文(wen)(wen)化(hua)(hua)自(zi)(zi)(zi)(zi)信(xin)(xin)與道路(lu)自(zi)(zi)(zi)(zi)信(xin)(xin)、制度自(zi)(zi)(zi)(zi)信(xin)(xin)、理(li)論自(zi)(zi)(zi)(zi)信(xin)(xin)并(bing)列為“四(si)個(ge)自(zi)(zi)(zi)(zi)信(xin)(xin)”,并(bing)明(ming)(ming)確(que)文(wen)(wen)化(hua)(hua)自(zi)(zi)(zi)(zi)信(xin)(xin)在“四(si)個(ge)自(zi)(zi)(zi)(zi)信(xin)(xin)”中(zhong)的(de)(de)(de)突出(chu)地位和根本(ben)作用;十九屆五(wu)中(zhong)全會進一步明(ming)(ming)確(que)提(ti)出(chu)2035年建(jian)(jian)(jian)成文(wen)(wen)化(hua)(hua)強(qiang)國(guo)(guo)(guo),這是黨的(de)(de)(de)十七屆六中(zhong)全會提(ti)出(chu)建(jian)(jian)(jian)設(she)社會主義(yi)文(wen)(wen)化(hua)(hua)強(qiang)國(guo)(guo)(guo)以(yi)來,黨中(zhong)央首次明(ming)(ming)確(que)建(jian)(jian)(jian)成文(wen)(wen)化(hua)(hua)強(qiang)國(guo)(guo)(guo)的(de)(de)(de)具體時間表。


山東是文(wen)(wen)(wen)化(hua)(hua)大省、旅游大省,是中華(hua)(hua)文(wen)(wen)(wen)明的(de)(de)重要(yao)(yao)(yao)發(fa)祥地、儒家文(wen)(wen)(wen)化(hua)(hua)的(de)(de)淵藪之地、沂蒙精(jing)神的(de)(de)誕生地。習近(jin)平總書(shu)記對山東發(fa)展(zhan)寄予殷切期(qi)望,提(ti)(ti)出“走在前列、全(quan)面(mian)開創”的(de)(de)目標定位,要(yao)(yao)(yao)求山東用好(hao)齊魯文(wen)(wen)(wen)化(hua)(hua)資源豐富(fu)的(de)(de)優勢(shi),為(wei)(wei)做好(hao)改革發(fa)展(zhan)穩(wen)定各項工作提(ti)(ti)供(gong)強(qiang)(qiang)大精(jing)神力量(liang)。山東省文(wen)(wen)(wen)化(hua)(hua)和旅游系統一定深(shen)入(ru)學(xue)習貫徹總書(shu)記重要(yao)(yao)(yao)指示(shi)批示(shi)精(jing)神,深(shen)刻領會(hui)把握文(wen)(wen)(wen)化(hua)(hua)強(qiang)(qiang)國建(jian)設的(de)(de)核心(xin)要(yao)(yao)(yao)義(yi)和豐富(fu)內涵,進(jin)一步堅定文(wen)(wen)(wen)化(hua)(hua)自信(xin),增強(qiang)(qiang)文(wen)(wen)(wen)化(hua)(hua)擔(dan)當(dang),自覺肩負(fu)起(qi)“舉(ju)旗幟(zhi)、聚民心(xin)、育(yu)新人(ren)、興文(wen)(wen)(wen)化(hua)(hua)、展(zhan)形象”的(de)(de)使命(ming)任務,大力弘揚(yang)中華(hua)(hua)優秀(xiu)傳統文(wen)(wen)(wen)化(hua)(hua),繼承革命(ming)文(wen)(wen)(wen)化(hua)(hua),發(fa)展(zhan)社會(hui)主義(yi)先(xian)進(jin)文(wen)(wen)(wen)化(hua)(hua),為(wei)(wei)建(jian)設文(wen)(wen)(wen)化(hua)(hua)強(qiang)(qiang)國、文(wen)(wen)(wen)化(hua)(hua)強(qiang)(qiang)省作出應有貢獻。

在提振文旅消費上實現新作為

構(gou)建(jian)(jian)(jian)新發(fa)(fa)展格局(ju)的思想(xiang),在《建(jian)(jian)(jian)議》中具有重(zhong)要(yao)(yao)地位(wei),起(qi)到綱舉目(mu)張的作用(yong)(yong)。《建(jian)(jian)(jian)議》對“全(quan)面促進(jin)消(xiao)費(fei)(fei)”做出安排部(bu)署,提出要(yao)(yao)順(shun)應消(xiao)費(fei)(fei)升級(ji)趨(qu)勢,提升傳統消(xiao)費(fei)(fei)、培育新型消(xiao)費(fei)(fei)、適當(dang)增加(jia)公(gong)共消(xiao)費(fei)(fei);要(yao)(yao)完善節假(jia)日制度,落實(shi)帶薪休假(jia)制度,擴(kuo)大節假(jia)日消(xiao)費(fei)(fei)等。發(fa)(fa)揮消(xiao)費(fei)(fei)對經(jing)濟發(fa)(fa)展的基礎性(xing)(xing)作用(yong)(yong),加(jia)快構(gou)建(jian)(jian)(jian)新發(fa)(fa)展格局(ju),是更(geng)好(hao)(hao)滿足人民美(mei)好(hao)(hao)生活需(xu)要(yao)(yao)的必然要(yao)(yao)求,對暢(chang)通經(jing)濟循環(huan)、形成(cheng)更(geng)高水平(ping)的供(gong)需(xu)動(dong)態平(ping)衡將起(qi)到基礎性(xing)(xing)和(he)引領性(xing)(xing)作用(yong)(yong)。《建(jian)(jian)(jian)議》用(yong)(yong)一個專門部(bu)分闡釋“形成(cheng)強(qiang)大國內(nei)市(shi)場,構(gou)建(jian)(jian)(jian)新發(fa)(fa)展格局(ju)”,并強(qiang)調消(xiao)費(fei)(fei)的重(zhong)要(yao)(yao)作用(yong)(yong),為我們做好(hao)(hao)擴(kuo)內(nei)需(xu)、促消(xiao)費(fei)(fei)各項工(gong)作指明了方向。


文(wen)化(hua)和旅(lv)游(you)行業(ye)是提(ti)振消費(fei)的重要支撐,是擴內(nei)需(xu)的潛力(li)所在,在“一守六保三(san)促(cu)”中(zhong)扮(ban)演著重要角色。文(wen)旅(lv)產(chan)業(ye)與110多(duo)個(ge)行業(ye)相(xiang)關(guan)聯,文(wen)旅(lv)消費(fei)水(shui)平(ping)是反映市場信心的晴雨表,文(wen)旅(lv)消費(fei)的加(jia)快(kuai)復蘇(su)對擴內(nei)需(xu)、強投(tou)資、具有“乘數效應”。山(shan)東(dong)省文(wen)化(hua)和旅(lv)游(you)系統將深刻(ke)把(ba)握構建新發展(zhan)格(ge)(ge)局(ju)的科學內(nei)涵,始(shi)終堅持擴大內(nei)需(xu)這個(ge)戰略基點(dian),把(ba)復蘇(su)提(ti)振文(wen)旅(lv)消費(fei)作為(wei)工作的重要抓(zhua)(zhua)手,一手抓(zhua)(zhua)供給(gei)端結構優(you)化(hua),著力(li)提(ti)升旅(lv)游(you)景區發展(zhan)質量、豐富(fu)優(you)質文(wen)化(hua)旅(lv)游(you)產(chan)品(pin)供給(gei);一手抓(zhua)(zhua)需(xu)求端潛力(li)釋放,實(shi)施(shi)消費(fei)促(cu)進行動,辦好(hao)“文(wen)化(hua)和旅(lv)游(you)惠(hui)民(min)消費(fei)季”“山(shan)東(dong)人游(you)山(shan)東(dong)”“冬(dong)游(you)齊魯·好(hao)客山(shan)東(dong)惠(hui)民(min)季”等(deng)活動,暢通(tong)消費(fei)渠(qu)道,提(ti)升消費(fei)能(neng)力(li),為(wei)構建新發展(zhan)格(ge)(ge)局(ju),助力(li)“六保”“六穩”添磚(zhuan)加(jia)瓦。

在推動高質量發展上實現新作為

《建議》專門用一個部分對文(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)建設(she)進(jin)行(xing)了部署,提出“堅(jian)持(chi)馬克思主(zhu)(zhu)義(yi)(yi)在(zai)意識形態領域的(de)(de)(de)指導(dao)地位,堅(jian)持(chi)以(yi)社(she)(she)會(hui)主(zhu)(zhu)義(yi)(yi)核心價值觀引(yin)領文(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)建設(she)”,提出“促進(jin)滿(man)足人(ren)民文(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)需求和(he)增強人(ren)民精神(shen)力(li)量相統一,推進(jin)社(she)(she)會(hui)主(zhu)(zhu)義(yi)(yi)文(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)強國建設(she)”。文(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)事(shi)業(ye)(ye)和(he)文(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)產業(ye)(ye)是(shi)文(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)建設(she)的(de)(de)(de)“雙輪驅(qu)動”,文(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)事(shi)業(ye)(ye)主(zhu)(zhu)要運用政府力(li)量去完成公共(gong)文(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)服(fu)務(wu)體(ti)系建設(she),保障群(qun)眾(zhong)的(de)(de)(de)基本(ben)文(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)權益(yi)(yi);文(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)產業(ye)(ye)則要講求社(she)(she)會(hui)效(xiao)(xiao)(xiao)益(yi)(yi)和(he)經濟效(xiao)(xiao)(xiao)益(yi)(yi)的(de)(de)(de)統一,尊重(zhong)市場(chang)規律、建立現代市場(chang)體(ti)系,激發(fa)文(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)創意活(huo)力(li),滿(man)足群(qun)眾(zhong)多樣化(hua)(hua)(hua)(hua)的(de)(de)(de)文(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)需求。繁榮發(fa)展(zhan)文(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)事(shi)業(ye)(ye)和(he)文(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)產業(ye)(ye),首(shou)先(xian)要堅(jian)持(chi)正確的(de)(de)(de)價值導(dao)向,始終把社(she)(she)會(hui)效(xiao)(xiao)(xiao)益(yi)(yi)放在(zai)首(shou)位;同時,發(fa)展(zhan)文(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)產業(ye)(ye)也(ye)要充(chong)分發(fa)揮市場(chang)在(zai)資(zi)源配置中的(de)(de)(de)決定性作用,以(yi)滿(man)足人(ren)們美(mei)好(hao)生活(huo)需要為前提,提高(gao)發(fa)展(zhan)質(zhi)量和(he)效(xiao)(xiao)(xiao)益(yi)(yi),實現有效(xiao)(xiao)(xiao)市場(chang)和(he)有為政府的(de)(de)(de)更(geng)好(hao)結合。

在重點改革事項上實現新作為

黨的(de)十九屆五(wu)中全會(hui)作(zuo)出“全面深化改(gai)革(ge),構建(jian)(jian)(jian)高(gao)水平社會(hui)主義(yi)市(shi)場經濟體制(zhi)”的(de)戰略部署,并對(dui)(dui)激發(fa)(fa)各(ge)類市(shi)場主體活力(li)、完善(shan)宏(hong)觀經濟治理、建(jian)(jian)(jian)設高(gao)標準市(shi)場體系、加快政(zheng)府職能轉(zhuan)變作(zuo)出具體安排。貫徹(che)黨的(de)十九屆五(wu)中全會(hui)精神,要繼續把(ba)握好改(gai)革(ge)和發(fa)(fa)展的(de)內在聯(lian)系,緊扣貫徹(che)新(xin)發(fa)(fa)展理念(nian)、推進高(gao)質量發(fa)(fa)展、構建(jian)(jian)(jian)新(xin)發(fa)(fa)展格局,緊盯解決突(tu)出問(wen)題,使改(gai)革(ge)更(geng)好對(dui)(dui)接(jie)發(fa)(fa)展所需、基層所盼、民心所向(xiang),推動(dong)改(gai)革(ge)和發(fa)(fa)展深度融合、高(gao)效聯(lian)動(dong)。
